It replaces the previous twenty-team pattern of four pools of five with six pools of four.
That change affects programme labels and the number of pool matches each team plays. A first knockout match in this edition is a round-of-16 contest, rather than a quarter-final.
Three pool opponents per team
Each four-team pool gives a side three opponents. The top two from each pool advance, together with the four best third-placed teams. Twelve automatic pool qualifiers plus four third-place qualifiers make the sixteen-team knockout field.
Third place is a conditional route
Not every third-placed team advances. The comparison begins with competition points, then the published points-difference and try-difference criteria where needed. A team’s pool position and its wider progression status are therefore separate pieces of information.
One more knockout, one fewer pool match
The finalist’s route is three pool matches followed by round of 16, quarter-final, semi-final and final. That is seven matches, the same total as the former four-pool-match route followed by three knockout games. The event grows without adding a match to that finalist’s route.
The event total and team total differ
World Rugby’s published format has 52 fixtures overall. Seven describes one finalist’s path, not the entire tournament programme.

Keep men’s, edition and stage together
A Rugby World Cup programme can belong to a different gender, year or historic format. Preserve Australia 2027 and the full pool or knockout label when saving coverage. A bronze final is a placement contest, distinct from a route into the title match.
